CCA Member Scholarships Available Now

8 days left to apply! 

Each year, the CCA Education Fund supports the distribution of eight $2,000 scholarships per academic year which may be awarded to CCA member employees, part-time employees, or dependents. All applicants must be pursuing advanced education in a business or construction related field to be eligible.


Successful applicants will be notified and awarded the scholarships at the CCA's annual general meeting on March 8, 2017.

THIS IS A REMINDER THAT YOUR APPLICATION NEEDS A TOTAL OF 21 HOURS OF TRAINING PER PERSON TO QUALIFY FOR THE JOB GRANT!

Don’t get the letter below back from the Alberta Job Grant; it will be too late to get registered again!

The Canada-Alberta Job Grant will give you up to 2/3 of the registration fee (up to $10,000/employee/fiscal year) for training existing employees or those you are intending to hire. Whether taking one course or a combination of courses, the total training must be a minimum of 21 hours PER PERSON and be completed within 52 weeks. Training covers expenses such as exam fees, textbooks, etc.

Note: Employers can only apply for courses starting within 6 months. Applications must be submitted at least 30 days before the start of the training. Once the application is submitted by the employer, the employer may register and pay for the training. However, the training cannot start until after the application has been approved.

ACA Seeks Relief on Carbon Levy for Existing Contracts

On January 31 ACA sent a letter on behalf of the members who have expressed concern that the carbon levy will adversely affect their current contracts.

A number of Alberta contractors are parties to contracts in effect well before the carbon levy came in to effect January 1, 2017. These contracts involve various municipalities and other public entities which include contractual language to reimburse for a tax increase, where the impact of the tax can be clearly documented.

Suppliers and subcontractors are now passing along cost increases as a result of the imposition of the carbon levy, costs that were not possible to estimate at the time of bidding and subsequent contract award. Unfortunately, the rationale given is verbal but is not substantiated in writing. Anecdotal evidence suggests a cost increase on the order of 1-2% can be attributed to the carbon levy.

This situation should not apply to any contracts signed after January 1, 2017, indeed, the association prepared a bulletin in late 2016 advising members to account for the levy in their bidding.
Alberta Construction Association urges the Alberta Government to develop a program to offset these cost impacts.

ACA would be pleased to meet with government to discuss the parameters of such a program.

Trump’s Keystone XL Decision Could Boost Alberta Economy

"We are pleased with the decision as it opens up another avenue for Canadian exports and further expands our critical trade infrastructure links to the United States," said Bill Ferreira, vice-president of government relations and public affairs with the Canadian Construction Association (CCA). "However, without more information on the proposed conditions of approval, it is difficult to comment further at this time." When asked about Trump's notice requiring the materials for the pipelines to be constructed in the United States, Ferreira said given the integrated nature of the U.S. and Canadian economies, the use of domestic supply-chain policies can create significant problems for contractors. "But I would expect, both CCA and AGC (the Associated General Contractors) will oppose these policies as we opposed the application of Buy America to the American Recovery and Reinvestment Act." Canadian Construction Documents Committee Publishes Two Bulletins

Bulletin 20 – Part I: Indemnification Agreements and Risk (Liability) Transfer
Indemnification and hold harmless provisions are obligations we see in most contracts. To indemnify means to compensate. An indemnification provision is an obligation by one party to reimburse the financial loss of another party upon the happening of specified types of loss. To hold harmless means to hold another party harmless from financial loss. A hold harmless provision is an obligation to pay the liability on behalf of another party upon the happening of specified types of loss. Download bulletin 20 – part I

Bulletin 20 – Part II: Additional Insureds
Many contracts require third parties to be included under a Commercial General Liability (CGL) policy as an “additional insured”. Insurers respond by using additional insured endorsements in varying shapes and forms, which do not always achieve what is required in a contract. For example, some insurers intend to provide coverage to additional insureds for defence costs only, and others for liability arising out of vicarious liability1. The phrase most often used by the insurance industry on an additional insured endorsement or on a Certificate of Insurance is “ABC Company is added as an Additional Insured but only with respect to the operations of the Named Insured”.
